Confirm that the tilter mechanism is completely set into the headrail of the blinds.

If turning the wand does not tilt the slats that indicates that the gear in the tilt mechanism is broken.

How to replace the broken wand control on blinds.
Make sure that the tape roll drum is properly set in the tape roll support cradle.
Spray a very small amount while turning the rod.
Slide the metal rod out of the tilter control.
The universal replacement wand works with most 1 in.
Replace the tilter and push it down until it snaps back into place.
If the cords are not broken you do not have to remove the blind.
This may help the rod rotate properly.
If so use some needle nose pliers to pull it off the rod.
Replacement piece is easy to install.
The stem on the outside of the tilt mechanism has broken off.
You may need to remove the small c clamps that keep the rod from slipping or moving out of the tilt control.
If your blinds are locked open so turning the tilting rod doesn t change the blinds from open to closed position it s likely that the tilting rod has come loose on the inside of the blinds.
Simply space the wand over the blind hook to open and close the blinds as needed.
If blinds won t rotate because the rod is not rotating it may just need some lubrication.
Spray a small amount of lubricant where the rod is connected to the blinds.

Pick up a lubricant spray meant to be used on household items like wd 40.
Spraying with lubricant will loosen and lubricate the turning mechanism and open the blinds.
Then turn the tilter shaft until the flat portion of the rod lines up with the flat portion inside the tilter.
